I do not own a Cirrus bass but I have tried a couple and they look and feel really nice. They seem to be a good value. As for the 4 vs. 5-string, it all really depends on what you prefer. I am currently playing 5-strings exclusively, but that is just because I like the low notes. Don't choose a 5-string just because it's the popular thing to do. Choose it if what you want to be able to play in that register and if it feels comfortable to you. One thing to consider when moving to the 5-string is how to mute the B-string when you are not playing it. I anchor my thumb on the lowest string because it tends to ring a little even when you are not plucking it. If you ever record, it will become apparent immediately. As for USA vs. overseas (Korea, China, Japan, Mexico, etc...); the quality is generally better on North American models but the other stuff is getting pretty good these days. For example, I own a Korean Lakland (Skyline series) bass. I have tried the American counterpart that retails for about 2 to 3 times the price and couldn't tell a big difference. The budget and intermediate models of most brands tend to use cheaper hardware and electronics and may cut a few corners for aesthetics, but there is a lot of good stuff out there these days.
